Establishment Section
Key Responsibilities
The Establishment Section of AYJNISHD plays a pivotal role in the planning, management, and coordination of all administrative matters pertaining to the Headquarters, its Regional Centres, and Composite Regional Centres. It serves as the central unit responsible for overseeing personnel administration and ensuring seamless functioning across all units. Below are the key responsibilities of the Establishment Section in relation to the Headquarters, Regional Centres, and CRCs:
Personnel Administration –
- Recruitment and appointment of regular and contractual staff.
- Outsourcing of staff
- Maintenance of service records (APARs, personal files, seniority lists).
- Service-related approvals and forwarding of applications after verifying eligibility and service conditions.
- Processing vigilance and integrity certificates.
- Verification of character, antecedents, and service.
- Promotions, transfers, and posting orders.
- Conducting DPC, MACP & Quarter allocation meetings
- Any other work assigned from time to time.
Leave & Attendance –
- Processing applications for all types of leave (CL, EL, HPL, maternity, CCL,EOL etc.), LTCs .
- Maintenance of leave records.
- Monitoring biometric/manual attendance and preparation of monthly attendance reports.
- Any other work assigned from time to time.
Pay & Allowances –
- Pay fixation, arrears, and other staff emoluments.
- Processing LTC , and other staff-related bills.
- Implementation of pay revisions, DA updates, and other financial orders.
- Any other work assigned from time to time.
Service Matters –
- Handling disciplinary proceedings, vigilance cases, and court-related matters.
- Issuance of service certificates, no-objection certificates (NOC), and experience letters.
- Managing probation and confirmation procedures.
- Any other work assigned from time to time.
Policy Implementation –
- Ensuring compliance with CCS Rules, GFR, and other DoPT and DEPwD instructions.
- Processing RTI applications and replies pertaining to establishment matters.
- Drafting and issuing internal circulars and orders in alignment with government regulations.
- Any other work assigned from time to time.
Training & Development –
- Processing of the applications for Approvals for staff training programs, CREs, workshops, and other deputations.
- Any other work assigned from time to time.
Welfare and Grievance Redressal –
- Handling staff welfare schemes, insurance, and medical facilities.
- Addressing employee grievances and facilitating redressal mechanisms.
- OPS/NPS related matters
- Any other work assigned from time to time.
Miscellaneous –
- Generating reports for DEPwDs, MSJE and for other bodies
- Liasoning with RCs & CRCs
- Liasoning with other government Institutes and bodies
- Custody and upkeep of service books and confidential records.
- Maintaining roster registers for SC/ST/OBC/PwD and ensuring reservation compliance.
- Maintaining the Recruitment Rules
- Facilitating RTI queries related to establishment.
- Liaison with DEPwD, MSJE, and other ministries for staff matters.
- Any other work assigned from time to time.
